QM resend e-mails after server restart

Every time I restart CRM server, where also are installed QM and Mail router, I receive all e-mails from new cases again and also all other users who once opened a case.

Is there any configuration or fix for it?

CRM 4.0 with latest updates, Windows 2008, Sql Server 2008 and Exchange Server 2007.

This is a problem in CRM 4.0 that I can vaguely remember. Did you recently apply the rollup fixes? This problem is not related to QM - we simply process what's in the queues. I believe the problem is in the e-mail router but I can't recall what the problem is. I'd contact Microsoft for assistance.
